Since the imposing of martial law, the Inspectorate for Training and Certification of Seafarers has not stopped its activities and continues to provide services to Seafarers. State Qualification Commissions continue to hold meetings in the cities of Odessa and Izmail. At the addresses of the Odessa and Izmail branches of Morrichservis service centers, sailors can pass a computer test to confirm their qualifications by using the Crew Evaluation system (CES) 6.0 test or an AST test in accordance with applications that were submitted before 02.21.2022 and receive the relevant SQC protocols based on the results of testing.
Re-confirmation of the diploma without passing an exam in the State Qualification Commission, if there is confirmed work experience on ships with the performance of functions corresponding to the diploma, which is confirmed, as well as compliance with other requirements regulated by Article 51 of the Merchant Shipping Code of Ukraine, is carried out in the usual mode, taking into account the restrictions and prohibitions established by martial law.
The issuance of Seaman's Seagoing Service Record Books is also continuing, but this service can only be obtained at the Morrichservis service centers in the Odessa and Izmail, since courier delivery in the country is difficult.
