Since the imposing of martial law, the Inspectorate for Training and Certification of Seafarers has not stopped its activities and continues to provide services to Seafarers.

Due to numerous appeals of sailors, all AST Test applications received before February 21, 2022 will be considered an order of priority.

Starting from February 21, 2022, applications for computer testing to confirm qualifications, as well as confirmation of work experience on the ship, are accepted only for the Norwegian Crew Evaluation system (CES) 6.0 test.

The Security Service of Ukraine exposed the illegal scheme of processing approval documents for sailors in July 2021. Employees of the Security Service of Ukraine seized the servers that served the State Register of Seafarers' Documents (hereinafter the Register) from private individuals and transferred them to state control.

This year was full of difficult challenges that led to positive and significant changes in the field of training and certification of seafarers.

Today, there is a consistent and well-planned activity on the part of some non-state organizations aimed at destabilizing certain areas of the maritime industry, in particular the training and certification of seafarers.

On December 7, representatives of the Inspectorate for Training and Certification of Seafarers (hereinafter - the Inspectorate) took part in a meeting on topical issues of cooperation between state authorities and crewing companies, organized and held by the State Maritime and River Transport Service of Ukraine (hereinafter - Maritime Administration), chaired by Deputy Minister of Infrastructure of Ukraine Yuri Vaskov and Head of Maritime Administration Vitaly Kondrativ, and also involving representatives of SE «Morsuchservice», Association "All-Ukrainian Association»

As a part of the program of digital transformation and building a digital state, the Inspectorate for Training and Certification of Seafarers developed and implemented on an industrial basis a new digital service - Commercial API System.

We would like to inform you that starting from December 1, 2021, the Inspectorate for Training and Certification of Seafarers will switch payment methods to a new bank – PrivatBank CB JSC in order to improve the quality of services provided.

Once the validity of the above documents, submitted to the SQC, is confirmed (points b - g) and the System confirms the compliance of these documents with the requirements established by applicable law, the System will automatically set a date for testing (in one business day).

This System includes a separate module for training facilities (NTZ), which is approved by the Ministry of Infrastructure. The NTZ, qualified by the Ministry, should register their issued certificates (certificates) in a single State Register of documents of seafarers automatically.

The Inspectorate of the Training and Certification of Seafarers, as part of the implementation of the digital transformation program, introduced a special module for citizens, businesses and enterprises engaged in economic activities in the field of employment of seafarers.

The Inspectorate for the Training and Certification of Seafarers has introduced electronic submission of seafarers' documents for confirmation of qualification in the State Qualification Commission using software.

The 11 of November at the service center of state enterprise "Morrichservices" (Odessa city) three Ukrainian sailors successfully passed exams and answered on more than 70% of the test questions.

The Seafarer's Cabinet provides members of marine crews with easy access and the ability to remotely manage work documents.

Based on the results of joint work of specialists from the Ministry of Infrastructure and the Ministry of Digital Transformation, information systems related to Electronic Services for Seafarers have been launched.

President Volodymyr Zelenskyy signed the Law No. 1689-IX "About the specifics of the provision of Public (Electronic Public) Services", adopted by Parliament on July 15, 2021.
